can't find c++ DLL?  Who cares?  Tell me how to fix it then?  Microsoft is garbage support.  Pay money should work ><

Windows OS is like an iceberg. You have control over the part that is out of the water. You have to become at least an assembly programmer to program most of the rest of it.
