Thanks for your questions. It is running on LAMP + bitcoind.

This service was rarely used. You can see most of the paylists here: http://btcrelay.com/paylist . I haven't been developing neither promoting it for years. Not sure if anybody wants to buy it but I'd like to sell it for ~10 btc or to auction it if nobody makes a good enough offer.
