finally, i will need to know where to host it, i have hosting packages but i cant take risks with those kind of websites.

i honestly dont mind that. as long as the end view is what i am expecting. even if someone just re sell me a script with rights id be glad.

You need someone that knows how to setup a RTMP server, their are a few good open sourced servers. They all should support HD video streaming. You will need a pretty good server size, to run it at a good speed.

I would suggest using a high language like java, C# or python to get all the features a modern cam site needs.
