If i were from india, my option would be to ask a girl maybe a relative of mine for this.
simply create an ID, apply for bank account and maybe give this girl a partial amount every time she withdraw.   

once  a bank account is created, she can then just go to a western union to withdraw were all thats required is the ID.

Now a days creating fake id and creating bank accounts is not at all easy and to just for 500 USD. I don't think any one will take that much risk for these 500 USD and also I don't think any one brought this account.
