A few months of GPU mining (x11 so ranat maybe 600-700 watts). It has been sitting in my office for months not being used.

How many hours on the switch?
Has it been used in a 'real-world' mining or business environment utilizing 20+ ports?
What was your personal experience with gigabit transfer rates?

Transaction fees go to the pools and the pools decide to pay them to the miners. Anything else, including off-chain solutions are stealing and not the way Bitcoin was intended to function.
Make the block size set by the pool. Pool = miners and they get the choice.

What was your personal experience with gigabit transfer rates?

It was used in a GPU mining setup for a few months in an AC controlled room. It never had any issues and barely had to move any data. Not really tested the speeds since I have a nice switch already in place at my house.
