He scams me for 0.02 and might scammed more ppl also.
I dont know what to do with it so if some one wants it...

Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

Did he even technically default yet? I thought the loan was due 48 hours from when you gave the loan and you only opened the thread asking for help recovering the account barely 24 hours ago.

He is a scammer you can easily know...
As soon he changed the password he broke the contract.
Also he scammed to more ppl with his toxcoin as u well know.

I think it would probably be wise to wait until he at least officially scams you to sell the account. If you don't wait then you will not only take the loss on the sale of the account but if he pays you back then you would need to figure out a way to get him his collateral back.
