Most coins are pumped and dumped at some point. Some are done so repeatedly. That doesn't mean that the coin itself is a scam (unless the dev is the one P&Ding). How is this coin any different?

Actually I heard Architect degenerately gambled away most of the ICO on alts and Okcoin, much like Drak probably did with his Via money. But i'll leave it at that.
