Warning: Don't buy a gift from the Brazilian steam store. Gifts are region locked. This guide is only for people that want to buy the game from and for their account.

1. GET HOLA
Hola is a browser extension that essentially acts as a VPN. It routes you through an address from another country so you can access certain websites and services.

To get it go to https://hola.org/ and click on the button.



2 Visit the store

You'll have to visit the steam store from through hola so you get proxied through a Brazilian IP. Here's how

1. Type in the store's address in hola

hit enter and hola will take you to steam's website

2. Change the country to Brazil


3. Logging in and changing store settings
Since you're logging in steam from your browser with a Brazilian IP steam will probably send you a confirmation email.

You'll also have to change settings of the steam store so you can get Brazil's prices.

Go to https://store.steampowered.com/account/


Click on the drop list and pick Brazil

4. Adding the game to your cart

After you hit the add to cart button, make sure that the region is set to Brazil

Then, make sure that you don't buy the game as a gift.

5. Paying
Easiest solution would be to pay with a credit card. If you do so, make sure to pick the international credit card. This means that you shouldn't pick the option that has "(national)" next to the card's name.

Use your credit card's information and make sure that the last two options look like this.


Note: If you're from Europe or USA, you'll be able to play the game without any problem. Otherwise, here's a small trick you can use to check if a game is locked for your region

It's not illegal in any way. I don't know why you would consider this risky, you're essentially buying the same game for a different currency and therefore paying a smaller price. 100 Brazilian reals is a more realistic price for Brazil where annual salaries are commonly lower than 10k USD.

Buying it from another region's store and trying to resell in your region would be against steam's TOS. But gifts are region restricted anyway.

It's not illegal, just seems like an incredibly unnecessary and complicated way of scoring a small discount.

i think the method would not work , in a few days they will catch you . steam had a strong security no doubt

That sounds like a lot of hassle if you ask me, you can get the game for around $50 on ebay (or with no damage to your wallet (apparently) if you torrent it - don't quote me on that one though 
Also I know you guys are talking about the pc version but I just thought I'd mention that you can pick up the Xbox/PS3 version for about $25 (used) on here http://www.jjgames.com/
My favorite place to buy used games online, some of the cheapest prices I've seen plus they accept Bitcoin 

Do not forget about people from all around the world from asia or africa. They want to play too and their prices of steam games are way too high.

I do see some nice offers on this forum about this game too. Some people are offering GTA V for $43 (in Bitcoin) on Steam, and even cheaper for Rockstar Social Club. I think I'll get myself such one from Steam soon. (I haven't checked it up, but I believe GTA V on Steam costs €60 over here in the Netherlands).
