No but the people you refer to the site have to play and you get the commission from their losses

Since the contest is new, and new affliate accounts will be created, what is it that will stop high rollers, who anyway play on the site, to register under themselves through another account, and win the prize ?

It is clear how dadice calculate referral commission. You will get the commission from your referral's losses and the amount depends on your level. Starting from 2% on level 1 up to 30% (max level).
More info about how affiliate program works, you can click the "affiliate" tab in the bottom of the page.
The amount of affiliate is not really important, even if you have more than 1000referral but no one of them made a lose bet (you'll get nothing)

Its based on people who deposit a large amount, so if you get a few high rollers you can already be winning this thing.
