Its probably best to ask your personal friend for a loan in that case. According to the rating - thats missing a ref link - the loaned you way over 2 BTC in the past. So a loan as small as 0.2 should be no problem, no?

Feel free to lend to him if you want, he's no scammer as far as I know, though there's always a risk of default on loans of course, so evaluate.
There's no reference link to put in the feedback since all our transactions took place out of this forum (he actually opened this forum account precisely because I was limiting new loans).
To remark: this guy is fine, I've known him a bit for some time (even if online only) and he always paid me back on those amounts (it's much more than 2 btc total, over time, probably higher than € 2000 splitted over many smaller loans over a year or such), but I have risk management policies myself and I don't feel like lending too much over a too short period of time.

From my experience he is probably going to repay these kind of loans though it may take a while, but proceed at your own risk (one can always default even if he does want to repay).
