came by chance on the side , I was only interested in exchange method ,
I would like NETELLER and exchangen against BITCOIN ...

He might not have a verified account to use the feature or simply do not want to use it OR he may use the trades too as a way of getting feedback and trust on the forums while serving his own needs.

didnt get whats the poit of having btcs in NETELLER we cant use the card for btcs balance i gess is just a normal wallet like blockchain correct me if im rong

No, its not a normal wallet since you dont hold the bitcoins, the bitcoin gets converted to fiat mone as soon as you deposit it.
