I always see some big ICOs doing facebook advertising, this is to spread the news about it.  you can specifically targeted audiences to whom these ads of your are going to display. bitcoin adnetworks will also be a big help for you. if for instance you want your ad to appear on coinmarketcap adboxes, you can do google advertising as well.

there's no fee in advertising in the forum but you have to pay the fee of the campaign manager and the escrow that will be managing your campaign. You can manage it yourself but seeing as you have no idea about how advertising works here yet, it's better to hire someone to help you in it. Fees varies depending on the manager and the budget or pay rates will depend on you.
