MODS: Can this type of abuse be stopped?

This is a question for the mods:

The scammer Armis has copy and pasted *identical* text into seven eight nine different threads - even ones I've never been involved in!  He did this as well last night - it appears to be the way he operates, and is an obvious sign of desperation that his scam is falling apart.

Is this type of behavior allowed on the forums?

Isn't this considered SPAM?

To be honest, this appears to be a lot of immature bickering between both parties involved.

For some reason Vod seems to be instigating the trolling this time around (instead of the person who received negative trust trolling Vod).

I think Vod has good intentions, however I think that Vod should have more proof when leaving negative trust against people in the future, otherwise he will probably end up getting removed from Default trust, which would probably be a negative to the community.

The level of trolling he is instigating in this case will also likely get him banned which is another negative for the community

I have created a second account - Pickissy - to deal with Armis and his scam network.  This second account will not be a scam buster, but will promote the official PICISI website.  My main account (this one) will continue to scam bust.

You think I somehow caused him to "snap" and spam the forum in nine different spots, even ones I've never been in and ones that haven't been posted in for a year?

I think it's SPAM and obviously a desperate attempt to save his fraudulent income . (look at his recent posts and you'll see he's started another round of copy and paste spamming across multiple threads.)

If the mod's don't think this is spam then'll pursue it no further.  Let's see what they do I guess.

Armis started PM spamming a bunch of forums, whoever thinks belongs to the media or might find the story interesting.

I just received a private message from Armis.  I have no idea why he/she thought it's a good idea to send this to me:  

As for what the media decides to cover I've got a good feeling this is going to get far more traction than you expect.  Get your popcorn.

I've got a good feeling his scamming PICISIS project will be in shambles within a month once my official PICISI website launches in week.  Esp once the media sees he basically sent out a wall of text calling himself a liar or a fool.  PROOF at the below link:
