I was just checking my peers list in my Bitcoin client and I see a node which has a starting block height of 692600.  The block chain is only up to 358578 or so at the moment.  Anyone know what the deal is with this?

Peers can lie. I haven't checked the code to see if it's directly because of this, but I assume someone is messing with their advertised block height. https://en.bitcoin.it/wiki/Protocol_documentation#version check the start_height field.

Why would someone mess with their advertised block height?
