How much?
For amounts greater than $10, you will have to pay the PREEV rate along with a 20% fee.
For amounts lower than $10, you will have to pay the PREEV rate along with a 25% fee.
For example, if you want to buy $50 worth of BTC, subtract 20% of $50. That is $40. You will get the worth of $40 on PREEV, which is 0.1695 BTC right now.
I will only sell to you if you are reputable around the forums. This means high activity level, old join date, and a high trust. I will not respond to you if I do not want to deal with you. I will go first or use an escrow.

Rate table for common amounts
$5 PP -- $3.75 BTC
$10 PP -- $7.5 BTC
$25 PP -- $20 BTC
$50 PP -- $40 BTC

Each block is stacked on top of the previous one. Adding another block to the top makes all lower blocks more difficult to remove: there is more "weight" above each block. A transaction in a block 6 blocks deep (6 confirmations) will be very difficult to remove.

Yes, because:
  • Not everyone can verify their exchange account.
  • Some people are not old enough to purchase using exchanges.
  • They may only have PayPal.
  • They might not have a legal exchange in their country/state.

I'm not sure why this surprises you. I've gotten multiple exchanges lately so clearly there are buyers.
