Or even more funny, try to organize any action without banners, slogans and other attributes. You can be sure that reaction will be the same, some guys tried to perform unauthorized rally with "invisible banners" as a joke and then spent 15 days in jail.

It's not about tolerance, it's only about obeying the law and maintaining the order. If you want to perform some public action then you have to get approval from municipal authorities first.
