What do the colors mean in this table?

Is red bad?

And the recommendation to use stream sdk 2.1, does that still apply? And is it for windows AND linux?

if you use sdk 2.4 + modified kernel for phoenix, the speeds are the same (or better) than sdk 2.1 + stock kernel.
