It has more to do with Bitstarz than anything else. If monbux was slated to do the payments then there would not have been any issue.

I can confirm you still have bitstars sig as of the time of this post. I am not a trusted member though.  
Can any member vouch for me too? I want to drop the sig and change campaign.

If it helps I can confirm that both polarpoint and jacktheking are carrying the signature at this point.

usually neotox comes later like last campaign, but he never take more than 2-3 days, 5 days have been pass.

i really want to join in the next campaign, but without any info about it is hard.

At the moment what does neotox do apart from accept members into the campaign at the beginning of the month?

He is the backbone of this campaign. I think most of the participants in this campaign are his alts.
Of course, bitstarz might not care about this.
A casual perusal of the participants list revealed 6 alts enrolled here. If you dig deeper, you would probably find more.

That is very disappointing.  To be honest, I'm not sure why exactly bitstarz chose neotox to run the campaign (no offence, alts or not).  I think they were just having s really though time running it and so they were desperate to find someone that was willing to help them.

Regarding the payments, I will contact bitstarz today and notify them regarding this payment delay issue as well as neotox's alt accounts(I'm surprised he hasn't responded yet).

Please note that I am currently holding onto a little over ~2 BTC for this campaign, but I will not be sending the monthly payments.  Instead, the funds will be sent from bitstarz themselves (I believe).  The funds in escrow will be used to payout in case there was a problem with the original payment method.

Why don't they just let Neotox send the payments and you keep hold of the 2btc as a bond? No need for these delays really and this is the problem what happens when you have too many people involved in a signature campaign.

They obviously do not trust Neotox enough to allow him to hold 2 BTC to pay out the participants. I would assume that monbux is charging less in exchange for not having to pay everyone personally.

I am guessing. If Botany's findings are true, neotox has a number of alts. One of his alts was banned and he can't post because it would be ban evasion. I cannot see why he cannot post a few words to say payment is coming soon, like he usually does?
