Hello i downloaded the blocks with my Browser but now the importing of the blocks need the same time like downloads why ?

The program needs to import and index all of the blocks. The downloaded bootstrap is just the raw block data, but Bitcoin Core needs to build databases from all of those blocks. With Bitcoin Core 0.10.0+, the bootstrap file is actually slower than simply letting it sync through p2p.

Actually it's faster as far as I know , if you downloaded it using Torrent or whatever then placed it on the correct path , you should see "Reindexing" near the ProgressBar . For me it takes couple of days because I have a shitty PC but it should be less for you (unless you have same thing as me) and this process don't need internet AFAIK .
If you think it's annoying , just switch to "Multibit HD" or "Electrum" wallet , they are both safe and easy to use and don't have to download anything at all ;
