Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

If you want, I am willing to accept a vouch copy of this method in return for a fari and honest vouch in this thread. I've done several vouches in the past, so you can look at my post history to verify this.

Moreover, I would suggest that you accept bitcoin since, after all, this is bitcointalk.org, not paypaltalk.org.
