Why btce has always lower bitcoin price than every other exchange?

example:

Btce 280usd
Bitstamp 284usd
Coinbase 285usd


This happens everytime. Maybe it has higher fees than others? (I dont think this is the cause)

They are generally more discrete then the other major exchanges in terms of verification requirements in order to withdraw funds. As a result, people who have privacy in mind are going to sell on btc-e although people will less frequently be concerned about privacy when buying Bitcoin so there are less people buying on btc-e

But usually the market fix this situations, this lower price attract more buyers and the price rise to the market average... But this is not happening.

The difference in price is small, only around 1.5% and money cannot be moved from exchange to exchange efficiently (or cheaply) so arbitrage is not heavily used.

Getting fiat in and out of btc-e is rather difficult.

fiat deposits' and withdrawsls' fees on btc-e is high, so people usually entry and exit btc-e via bitcoin, no one would to withdraw fiat on btc-e, so.

btc-e orderbook is very thin. a few wealthy traders can manipulate the price the way they want. but i find btc-e price often more realistic than other exchanges.
