Hash rates not matching up.

I'm mining on Phoenix 2 with my 6870 at~310 Mh/s, but any pool I mine with consistently claims I'm mining at something between 320 and 400 mh/s. Anyone care to explain that discrepancy to me?

it's an average of submitted shares in a set amount of time

So does that mean my actual has rate is higher than Phoenix says, or does the site's average have a very large margin of error?
