What happened::
User angelinius scammed me. He runs an Uber Thread here: https://bitcointalk.org/index.php?topic=1612687.0 . I approached him to buy the referral rides, and after his initial reply, I paid him about to 0.019 btc: https://blockchain.info/tx/87e9ab503b3b714e2ee501099e042458a10ccab8baa83220a6cb6e63d0d7b1cd

After paying him, I asked him to add the rides. On his thread it says:

Rides are added within 24 - 48 hours of ordering.

I gave him 2-3 days for adding the rides. A day later he says, that he cannot guarantee adding rides within 3 days.
I then asked him for a refund as he could not fulfill his 48 hour promise. I told him, that I won't be needing the rides in 5 days, so no point on buying. So asked him to  refund the amount.
Ultimately he refused, and did not offer the refund.

Hey there,

The order is already in process and cannot be refunded.

I will do my best to deliver your rides by sunday but it is not guaranteed.

Thanks!

He also didn't add the rides. About a week later, people started complaining on his thread about not receiving rides.
https://bitcointalk.org/index.php?topic=1505643.60

He then sent out an email to everyone, about refunds. But didn't provide it. He again didn't reply for another 2 days, probably delaying so his account doesn't get a negative rep, and today he sends out a message saying refund processed.

But the amount he has refunded is partial: https://blockchain.info/tx/92f422bdd99a70006306795e6161a2fd50f15d969237531e2a8c7dd1441a7a90

I then told him, that just because the btc price increased, doesn't mean he can keep the rest of the btc. I then asked him to honor his initial promise of the 3 rides for 10 and I will pay him the remaining balance.

And then I got this message from him now:

The refund has been made in terms of value.

+ In fact, it has been refunded more than its initial value.

If you are not happy with it, return the BTC and I will give you the amazon $10 voucher.

If you keep insisting on going on like this, threatening me, I will use all my rights against you to legally act upon you and this case.

Regards.

So firstly, he didn't deliver what he promised. Scammed multiple users and stopped replying. Later he comes in, probably after another deal he got or after I opened up a scam accusation thread against him today and refunded partial amount. He is refusing the refund the full amount.

Payment Method: BTC

Additional Notes:
I would also like to point out, that he had charged me about 0.002 btc extra because I was paying with bitcoin. But at the end didn't even refund the full amount, as well as cut me off on the btc amount.

seriously? I have refunded you and in terms of the value; I have indeed refunded MORE amount than I should have.

The amount for refund was: $10.
The amount I have refunded was: $12

You previously told me that you wanted a refund with amazon gift-card.

As that was the case, I have kindly asked you to return the BTC so that I can just provide you with the gift card that is worth $10.

After about a week you open this thread yet again and accuse me of scamming when I have clearly refunded you?

Not even going to mention the amount of threatening messages you have sent me.

With what sort of proof are you accusing me of 'scamming everyone'?

All refunds made.
i think it would be better if you're showing your proofs if you were made refund to OP.

I paid you in btc. You charged me an extra 1$ in btc for swings in btc. You didn't deliver the product, and rather refunded a smaller amount of BTC in return.

Here is the transaction of your refund:
https://blockchain.info/address/1Dn7AbRSaPyLRD1mWWcjUNMYu1FSvCJo1P

Clearly, its not 12$ as you claim. Even if you refunded the 2$ tomorrow, doesn't mean it solves my scam accusation. You refused to return my money for 1 entire week. Your message clearly said that you will not be refunding it.

You had multiple people claim that you had stopped replying and were not refunding the amount. You processed the refund only after people posted about the scam and I messaged you about the scam accusation. Either way, you clearly intended to scam, and now that you have a red trust, you come here crying and trying to fix everything.
