I do agree with you as this all process is too complicated.OP needs to make it simple as possible.After requesting 2$ it should be upto user to withdraw it the way he wants.

It could be that they want to test whether their systems (request and send) are working well. And if you think it is too complicated, you can leave it away. IMO it is not as complicated as you think since it is a FREE money..
