Question regarding BBcode ?

I'am not sure if it's a BBcode but I want to know how to do the following like here

When you click on that long list , the pages get scrolled exactly to the title needed so wanna know how I can do this please ?
WheN I click on "Licence" It gets scrolled to Licence on the thread
