If you are unsure about the reliability of the website, you can always try localbitcoins. Be sure to check out the trust ratings of the people. Generally the top listed people have better trust ratings.

Don't use unknown exchange sites for your own sake. Even in Bitcointalk nobody know that site you're asking for. It could be a harmful site or scam.

The website seems to be a marketplace with a collection of sellers that have been given rating of thier reliability. |

I don't have exact information but probably yes, almost all of the Bitcoin businesses you need to be over 18 to use them. |
