Some of the political parties in India (especially the Indian National Congress and the Communist Party of India) has exploited the prevailing caste system to their own benefits. Rather than limiting the affirmative action quotas to the outcaste groups, they have given the quotas to the well to do intermediate caste groups. In this particular incident, the victims were from the outcaste community (known as Dalit, around 17% of the Indian population), while the perpetrators were from the intermediate caste group (known as the Other Backward Castes or OBC, around 40% of the Indian population).
