I never really noticed before but when you send out coins from bitcoin core wallet do you have to be fully in sync it before the transaction will send out?  I thought outgoing transactions would go out regardless? i sent out 3 yesterday and they were all "offline" "0 confirmations" until i downloaded rest of blockchain today.

In short words: no.
Sending transactions and synchronizing - are independent things.

"0 confirmations" mean that the client does not have a block these transactions included to.
