I have never dealt in localbitcoins and i suggested him that we can use here the forum escrow but refuses?

This whole thing is suspicious, here are the warning signs:
No Escrow.
No pictures.
Selling from someone else, "staff member" who ever that might be. .
Claiming item is new, when it is not.

Not accepting escrow is always a very bad sign.
