From Genesis, chapter 1, verse 16:

God made two great lights—the greater light to govern the day and the lesser light to govern the night. He also made the stars.

So, you can easily see that it was God who placed the big electric plasma generators out there.

This doesn't necessarily leave out the idea that some other heavenly body came close to Mars, and interacted with it in a static electrical way. There is even evidence that the earth and Mars approached each other in the distant past. The electric arc remains on Mars might have happened when Mars passed through the Van Allen belts.

In addition, the Revelation clearly talks about the big war between the devil and the archangel, Michael, who is one of God's champion angels. When you consider all of the Revelation, it becomes apparent that some of the things happened a long time before the Revelation was written... even in the distant past. The war in the skies happened in the past. Mars could have easily been the recipient of tremendous battle energies that were used by the forces of good and evil in that war.
