And then you dont even want to pay more than spot-exchange-rate.

At localbitcoins the lowest price if you want to buy btc with neteller and are newbie,is  290 USD
I offer you 289$/btc but you have to do a verification-procedure.
With growing trust the rate will improve.
Your offer of 1:1 is total unrealistic.
