I just tried to set a profile picture.

But it says "You do not have permission to upload an avatar."

What the f***?

Why are some allowed and some aren't? If there is no possibility to upload an avatar for all users then I'm out.

Why are you 'out'? You can add the 'profile picture' aka avatar when you have 126 activity and become a Full Member.
According to my calculation, if you post in all 2-week periods, you'll get the status on 16th February, 2016. That 2-week period will start at 1:40 PM UTC. After an hour waiting the activity update, you'll be able to add the avatar.
