It's not the Conspiracy theorists "New World Order" he is talking about. It's the super power war waging mentality in Defence and diplomacy that is, or has to change.

Most people are taking this to mean that GHWB retained control, behind the scenes, since he left office.  It has been strongly hinted, even in mainstream media, that he retained control over the CIA.

Remember, the "conspiracy theorists' New World Order" is Bush's "New World Order".  And the only presidents to wage large-scale wars in the US in the last 35 years have been named "Bush".

Regardless, rumor is that Hagel won't be confirmed anyways.
