Legendary one day?

Legendary account is very precious! It is hard to become Legendary!
you need lots of activity i dont know why in those signature campaigns Legendary has same treatment as Hero member?
I mean can take you whole year to become Legendary from Hero  !?
Why not Legendary = 1,5 Hero for example..?

Seems like I hit legendary today! At 938 I seem to be one of the not so lucky ones.
