Did all that "testing " work out for you.  I wonder how much testing someone can do with 10 cents, I guess a lot.  Anyways lets think about it the Loaner sent the person 10 cents with a 3 cent transaction fee correct?  That is 30% of the loan, then if the OP pays back the loan that's another 3 cent transaction fee so that is 60% just in fees.  Asking for such a small loan is so stupid.  I guess if he's from some third world country he may be able to eat but then again I doubt third world countries would be accepting Bitcoin for food.  Good luck.
