we cant see the message by the way, theyre called personal messages for a reason. and yes, its unsolicited spam, you can just use the "report to administrator" button that should be around there somewhere. if the spam is widespread enough the admins will probably do something about it.

Yes, it is against the rules. Use the Report to Admin button in the lower right part of the message. As a side note, I remember recently banning a brand new user spamming the same website.
