Ok. I am still a little confused on PPS and where to mine with my S7. I have mined with ANTPOOL and I have mined on slush's pool. I make 0.0035 roughly when a block is found on slush and I have made 7 dollars in 12 hours with the PPS on antpool. So I understand the differences with luck. I have gone 9 hours without hitting a block on slush which sucks. If the pool does better I do better. So with PPS will it always be the same? Do I make anything on top of the PPS when a block is found? Lets say in 1 hour 100 blocks are found lol. Will I see any difference in pay then a day where 10 were found? Some people say the PPS is better at f2pool buth its 4% over 2.5%. I don't understand the math?

Any help is greatly appreciated,

PPS pays you a flat rate based on current difficulty.  The pool takes a HUGE risk with Pay Per Share, PPS, so they have to charge a higher fee to, hopefully, make up for bad luck.

I will not use PPS anymore now that I understand the risk pools have to take to give us the flat rate.  So you will never make more when a pool has good luck or less when it has bad luck.

So antpool must pay the best with there low 2.5% fee over f2pool's 4%. I know its not fair to judge in a day of mining but I would have to get 10 blocks on slush a day to get more then PPS on antpool. obviously there will be good and bad days.

No.

PPLNS pools, and other non-true-PPS pools, simply have variable random luck determining your payout.
The fees have to be taken into account with PPS
Both fees and pool management have to be taken into consideration with PPLNS
Ignoring all fees, PPLNS is sometimes above the PPS value and sometimes below the PPS value.

Of course there is also the issue of how pools perform for PPLNS pools
Many pools like to blame luck on all their poor results, but a varying % of those luck results are caused by poorly maintained pools (like what happened with slush a few weeks ago getting many orphans)
Other pools, like Eligius, have always been getting more orphans for many years, and thus you lose out because of that also.
In general also, the % of lost blocks (which most pools probably wont show all of them) is dependent on how well managed the pool is and how well it is connected to the rest of the bitcoin network.
