You only have to post the necessary informations like number of posts (approx), potential activity, active loan, banned before? posts quality, signed message? .. And better to not give the usernames else anyone can give it a negative trust, besides i recommend to wait until they become members so you can earn more. Finally it is your choice..

According to the site's rules it's Ok to sell accounts, it's not reasonable because it can allows scammers to fake their trust but some people use it for real and acceptable reasons like participating in signature campaigns.

He is selling junior members accounts, besides selling btctalk accounts is allowed here and even if it will be prohibited people will simply start buying it in other forums/sites so it is useless to stop it.
Btw everyone is scammer even the old users until they prove the opposite.
