Most probably, it's not illegal nor considered cheating if the advertiser classified it as an incentivized offer, but these kinds of offers are almost always at the higher risk for shaving, that's why I'm trying to warn OP to take it slow.

Seems like a blackhat method.  well he is not responding, he must be scared that we know is a CPA.  I do CPA, but I earn 40 dollars a day at times with whitehat marketing.
