I would suggest you to put the funds in escrow for few weeks or more, so people are safe to join the signature campaign. Good luck.

You should have some rules posted as it will be more clear and won't create any problems in the future while paying outs.Also I request you to set a fixed pay in bitcoins and not in dollars as the rates may vary ,a more specific bitcoin rate would interest more people to join.

Sig providers can set any rates they like, no one is forcing you to accept the rules

Keeping rats in either fiat or BTC value at all times is subject to volatility regardless.

Your rate is 0.0004BTC PP, and he is looking for a higher PP rate. That's what he means.
