The excuse of ''It will happen anyway'' or ''It will only happen less'' is one of the most stupid excuses ever, it's like saying that there shouldn't be a 45 sec waiting period to login because hackers would still try to access accounts anyways so why bother making it harder for them when they can do it anyways.
Did you read Spitoon's post and understand it? At any rate, constructive criticism is fine, but what do you propose as a solution, all I see people talking about here, taking OP's side is, do something about it, but what exactly do you want the forum administrators or mods to do? Allow more people to be scammed because "As per the rules account sales are clearly banned, so [account] couldn't have been bought". And while thinking about a solution also keep in mind that the forum has a huge userbase(as stated by Salty)

I've seen threads like this multiple times and as always nothing will change, accounts sales were still allowed no matter what, its discouraged though. This thread will go nowhere.

The forum wants to keep signature campaigns alive because of the amount of posting it generates. If signature campaigns were banned this forum would slow down a lot. Account sales are just part of that ecosystem and will remain. Nothing will change around here so while I agree account sales/farming sucks it is here to stay. I would guess nearly 30-40% of all posts are for pay around here.

I seriously doubt that anything is going to change. If they ban the selling of accounts then people will just do it underground and it'll become even more dangerous.

Nothing wrong with selling accounts or buying accounts, it just proves that the market believes that bitcointalk accounts has value and I believe that is a good thing.

I totally agree with Blazed btw.
