I have a Gigabyte GA-X58A-UD3R motherboard which is socket 1366. I also have a core i7 920 cpu.

Is there a lower power cpu I could use with this? or a way to make the cpu use as little power as possible?

Or should I just sell them and buy a Sempron 140? Which motherboard is best for running 3x 5830 / 5850 / 5870 cards?

You want to downclock, and undervolt the cpu as much as you can while still being stable, and maybe disable extra cpu cores if that is an option.
I don't have that chip or that board, so I can't help you much beyond that. good luck
