Currently web.com has the cheapest hosting plan and your budget should be enough but unfortunately they don't accept Bitcoin. Maybe you should look at converting your Bitcoin to PayPal through a trusted member here on the forum. I exchanged $9 worth of Bitcoin for PayPal a few months back and the fee was very low.
