The 'allowance' he refers to is actually government benefits for disability.

That should be paid on a set schedule.  It sounds like he works as well.  He evidently has poor impulse control so it's highly possible that his disability payment arrived on time and he spent it and now needs to wait for either his next disability payment or to be paid for working.
