Designing a miner.. means you want to make or develop a great CPU or processor..
I don't know exact deep about it.. but you should start by considering other miner's pros and cons..
Then improve your miner's quality
Hope you'll get a best miner as you want

Best you will be able to do alone is make a very weak miner alone. IMO you will need a lot of help from someone who has made a miner before. "Basic" idea isn't enough.

than you need heavy knowledges as a electrical engineer

If you are good at Computer Science, you can make good mining softwares...
But making good miners on your own is a really hard task, and needs a lot of work to be done, especially when it comes to making chips for your miners that will run them smoothly...

You'll have to use special tools to create the chipsets yourself, but if you don't want to make them yourself, you can buy them, but beware of a lighter pocket Smiley

Unless you're suuper talented, got a lot of backers, and you know what you're doing, it's too late to start. People have teams that build miners, its not just one person.

Hello,
I want to design my own bitcoin and other altcoin miners. I have already know digital system design and basics of the FPGA and ASIC.
Where should I start to build my own miner?

I really don't know how far you can go with your knowledge, maybe you will design the best miner in the world, but if I were you I'd start with examining the best miners we have now and read all comments about those miners and try to improve something which is not quite good according to users while leaving everything else just as it is.

As I said, idk maybe you are capable of creating a whole new thing which will be much better than anything we can see now. So, good luck.
