The used panties are not hurting anyone. Just because the concept is bizarre to you, that doesn't make it 'wrong'. We are lucky to live in a time when, whatever it is that rocks your boat, is available to buy. Capitalizing on adult goods of a sexual nature is a common occurrence in many places. And who knows, every pair of panties bought and paid for may be preventing a panty theft in the future  (That said I think it may be more ethically sound if the owner of the panties were selling it herself?)
