They could, but they aren't worried because:

The overall market cap is tiny is dollar terms.

They could only do it until they run out of money. Every time they buy, the price goes up. Every time they sell, the price goes down. But they are not the only ones buying and selling, so while they are trying to manipulate the market by moving the price up and down, there are other sellers and buyers doing the opposite, ready to bring the price down or up. The manipulators would have to fight against this resistance to prince changes, and it will cost them a lot of money.

They can have (almost) all my coins, but not at the market rate.

I'm not special either. The vast majority of coins aren't for sale at the market rate, if they were the market rate would change until they weren't.

There will probably always be people trying to do this, and a few who successfully pull it off. It sounds easy, but I'll bet that its not. If people are skilled enough to pull off such a move, good for them, they have taken quite a risk to do do.

What would keep some gov't or even an average to large size investment bank.....
from cornering and manipulating the BTC market?
The fact that most coins aren't for sale.

In theory, there's no difference between theory and practice. In practice, there is.
