I try to keep the spreadsheet updated every day. In the spreadsheet there's a little cell with the Last Updated time, if you want to see when it was updated last (time is GMT -6 hours).

Right now there isn't a limit for tweets/retweets but I'll be phasing in a rule for that (as well as a few others) for next week to cut down on campaign abuse. It's obvious that there are quite a few users with fake followers (that TwitterAudit isn't picking up) as well, so I'll have to deal with that too.

The campaign isn't closed though - to me that would mean the campaign is shutting down. I've used the [FULL] tag before with the Rollin.io signature campaign and it seemed to work well. Eitherway, I've added a big, capital, bolded, red message to the first post. That should make it clear.

• If a user decides to advertise for another bitcoin gambling website along with advertising for Rollin, they will only receive 50% of their normal payment.

Sorry, I should have been a little clearer. That rule will only apply to Twitter. So if a user is advertising, say, Bit-X here on the forums, and only Rollin on their Twitter, they will receive a full payment. However, if a user is advertising both Rollin as well as another bitcoin casino on their Twitter, they will only receive half payments.

From what I've seen that doesn't really happen. So far it seems that if users have fake followers, the majority of their followers are fake. But things will be taken on a case-by-case basis. In the case of your example, the user would probably be accepted if it was clear that they had 3000 real followers.
