I paid him to $1800 and he is still not replying.

OP, please open up a proper scam accusation, the format which you can find in a sticky at the top of the main page.  And you'll have to post proof of a scam or else no one is going to believe you.  If you were trying to buy the laptop from him on the dark web, it's not surprising if he did try to scam you.
