These are for NEW AdWords accounts ONLY (although if you already have an AdWords account, I guess you can still create another one in spouse's/friend's/relative's/company's name etc.).
Both of them must be used until June 30. This only means that you must use them by that date to have your adwords account credited, but when you spend this credit is up to you.
